numpy字符串操作 | not_equal()函数

numpy.core.defchararray.not_equal(arr1, arr2) 是另一个在 numpy 中进行字符串操作的函数。它一一检查两个相同形状数组的元素，如果它们不相等则返回True 。否则，它返回False 。

Parameters: 
arr1 : array_like of str or unicode. 
arr2 : array_like of str or unicode.
Returns : [ndarray] Output array of bools, or a single bool if arr1 and arr2 are scalars.
