index: It is the position of character in string to be compared and type of this parameter is System.Int32.

返回类型：如果该方法成功匹配指定字符串指定索引处的任何大写字母，则该方法返回True，否则返回False。此方法的返回类型为System.Boolean 。

例外情况：

• 如果str的值为null，则此方法将提供ArgumentNullException
